CAMPAIGN VS. RULE: As soon as President Roh Moo-hyun took office he announced that the government's ongoing anti-corruption campaign can afford to slow down a bit. Sensible and prudent? Of course. Disappointing? Only if you expect political officials to behave the same way as candidates do.
