RUMORS ARE CIRCULATING AROUND TOWN THAT THE DPRK HAS INDEED REPROCESSED PLUTONIUM and may test a nuclear weapon by the end of the year. Given the less than stellar success rate of previous intelligence assessments (Iraq WMD's; India-Pakistan nukes etc.) I'm taking this with a grain or two of salt.
